Build webform/form dynamically (using xml, or other)

Question

Ok I gave this a little tought, and was wondering whether anyone here knows how, or were to find, how to build WebForms/Forms dynamically? I tought of using XML to save what I want in my form. This would be partially easy becaus I could do something like this:
