what is the minimum software requirement for run a exe file successfully?

This depends on how and what language it was compiled under. if compiler is C then having .net is is NOT relevant, if C++ then it depends on who's C++ MS or Embacaderos or someone Else's where you may or may not need .net. If it's VB then it depends on the version of VB it may or may not need .net then there is FoxPro, Fortran, XBase, DBase or any one of these that compile to an exe http://en.wikipedia.org/wiki/List_of_programming_languages
unless you know which compiler was used to create the exe asking this question is POINTLESS.
Attempting to answer this question is also pointless and asking the asker to rate your answer is just as pointless.
If you run the exe and tyhe system you are running it on does not complain then you have the minimum requirement if not the system will tell you what it wants...

If File is Compiled Under Visual Studio 2005 then .net framework 2.0/3.5 must be installed and Sufficiant memory to Run it .
if file is Compiled under Visual Studio 2008(3.5) then .net framework 3.5 is Required to Run Exe Successful
