can this project be done with C#?

Hello everyone.

I am considering starting a new project for my bank and need you advice.
The project is about the ATM transactions: the bank needs them displayed on the map of the city (preferably live, i.e. with minor delays).
In other words, we want to attach our ATMs to on an online map and to monitor transactions live.

Now, the final product should be an application (either web or not - we have not decided yet).
As far as I know, C# allows to implement both.
The transactions data will be either in .xml or .csv files (C# can process both).

The quesiton: can this project be implemented with C#?

I mean: there is an online map of my city e.g. googlemaps. We want to mark our ATMs on it. Then to process transactions data and to link this information with the ATMs on the map so that each transaction is displayed on the map as soon as it is performed (or with minor delays).
