Any good system will need a database to keep track of the different document names their types (invoice legal letter purchase order etc.) originating department etc. To store the document itself you will first need to scan it using a scanner. To handle scanning your best option is to use a ready library such as Saraff (https://sarafftwain.codeplex.com/) or LeadTools (https://www.leadtools.com/sdk/twain). Once the image is scanned you can either store it into the database itself such as a BLOB field or save it to disk file and store the file name into a database string (text) field. Since you'll be creating a web application make sure to save the images in a web-friendly format such as JPEG or PNG. Avoid using TIFF because most browsers do not support it.
