dynamically creating HTML tables from code behind in asp.net

Question

Hello  i have a problem  i can create an html table from code behind and can add rows to it. but i want to know that  According to a condition  when the condition gets true a new html table will be created else a new row will be added to the existing table. please Help !!

i can create a dynamic table. but the problem is that i have a condition that if the data came from the database having the city name=Lahore then add the row to the existing table else create a new table for it:
