how to get frame from video

I am doing project.my language is vb.net

my question is,

if one full video is there then how to cut the full video frame by frame. Then how to convert those frames into segment

kindly post me codings for my above problem. I will be thankfull to you.

I think you can use leadtools convert control with the LEAD Video callback filter which gives you direct access to each frame in the video. After this you can save the frame that you want in the filter's callback function.
