My Farm is not accessible

Question

Good day All,

 

I have a problem, I uninstalled project server from my app server cause of license issues. Now I have an error "local farm is not accessible" Im unable to reset my passphrase and also I cant Add-SPShellAdmin although I i have a snapshot of my contentDB. I'm not sure what other options do I have to fix this problem
