Need File Dialog option

Question

Hello one and all i would like to have a file dialog option to open or save or cancel when i click on a file that is displayed in the form. Generally we have this in asp.net but can any one tell how to do in VB.Net.

What i need is not this. Generally we will send file through web applications. When ever we click on that particular file we should get the option as open save cancel.
