POP3 services

Question

I am facing a problem in creating new domain and new mailbox by using vb.net code. I have a windows 2003 pop3 service, i need to develop a .net program which able to manage and maintain the pop3 such as create new domain, new user account, change accout password, assign quota, set undeliverable message and etc...
