Power apps Licensing: Does all users need

Hi Team,   I have a power app which need to connect with exteral api and get data. Seems like premium connector need for HTTP calls.    Does all the users who uses this app need the premium license. or the only person who builds it?

Every user of a PowerApp needs a license (whether he just wants to use an app or if he wants to create a new app).
