Show hidden sub items

Question

Does anyone knows how to do display sub items which are hidden using some sorta of scroll/easing moviment (could be a component either)?

Similar to the one used in the Weather Docklet in ObjectDock (watch the video, it'll show how the items are animated in weather docklet just how I'd like to do).
