I would use Embarcaderos's c++ builder it is easy to use and you only need to distribute one exe if you compile with the right compile options. If you have propriety DLL's then it would be one exe and the dll's needed unless you have included them as references in which case (i think) they would be compiled into the exe but you would need to check this...

if speed is required more then Write application in Pure C/C++ or C# it depends upon the Project Situation if portability is needed then Java
