By default the Title Bars in Windows 8 looks this:
Step 1: Right-click on the desktop and select the "Personalize" option from the menu:
Step 2: The Personalize window is opened. Click on the "Display" link from the left side panel.
Step 3: From this window you can change the size of any or all items. There are 3 types of options available; smaller, medium and larger. Just select the option from the radio button list that you want.
Step 4: If you do want to change the size of everything on the desktop, then you can change the size of title bars you see "Change only text size".
Step 5: Select the Title bars from the combobox.
Step 6: Then, select the font size for the title bars from the drop down menu that you want to apply.
Step 7: You can also set the bold attribute for the title bar. Check the "Bold" checkbox.
Step 8: Once you have chosen an appropriate size, click the apply button.
Now, you will see that the Title Bars in Windows 8 is larger than before.
