On Windows Phone, We don't have a setting to enable\disable Call Waiting. In order to do this, go to Key Pad and dial *43# for activating Call waiting and #43# to deactivate it. It will just show Succeeded as result after dialing *43# [Enable] and #43# [Disable]. To check current status of Call Waiting, Dial *#43#.
