Promoted Links is a new feature in SharePoint 2013. It's a new list type, introduced to show the promoted link in the SharePoint home page using Promoted Links Web Part.
To enable the “Promoted Links” list, please follow the steps given below:
- Go to the Publishing Portal site, click on the Settings icon
- Under the site actions category, click on the Site Features
- Look for the Team Collaboration Lists feature and activate it by clicking on the Activate button
