change date time picker to show UTC instead of local time

Question

I am writing an app called logger and I need to show and update data base, time in Universal Coordinated Time not local time where the app is being run. Never tried to change the time before so any help would be greatly appreciated.

The time is showing in app already but is showing local time from the computer its running on. The date will be fine as the operator of the app can change the date at 2400utc if need be.

Any help offered will be appreciated greatly.
