Create an application to upload images to a remote site API

Question

I need to build an application that will allow me to upload images and associated information in CSV file to my client site.

To that end they have provided me with API details.

Can anyone give me step by step instructions to build this?

I have Visual Studio 2017 available and a SQL Databse.
