Drag and Drop Button Image

Question

I am making a Music notation program for class. I have made a ribbon menu for this program like in Microsoft word that contains ribbon buttons that are images of music notes. I would like to be able to mouse down on one of these buttons and by doing this I would be able to drag and drop the button image without actually moving the button. The image would either be dropped on the for or on the staff lines. 

In summary I want to drag music note images onto the music staff.
