drop downlist with the user can either enter a value or lookup a value

i have one requirement that is

drop down list with some options .the user will select that value in that list if the value is not there in that list we provide the facility to that use to enter that value directly in drop down list .is it possible in asp.net if possible suggest the way to achieve.

Get the values from db and populate dropdown list. Take a list item like OTHER. On dropdown changed event if OTHER is selected then show a textbox and insert the value to db. Then once again bind the items to dropdownlist.
