How to make E-mailer in Asp.net using C-Sharp

Hello there,

There is an question in my mind from long days  when i was developing a dynamin web site in which admin person can make changes any thing what they want. In this project admin want to send a Promotional E-mail  as Normally we receive from advertisement.

So let me konw that how   to make a .Aspx page with dynamic where admin can browse and select image to send a mail.
