Multi Select dropdown not working

Question

Hi All,

In my project i have 2 dropdown . one is for state and other for city. 

 

On the basis of state dropdown i need to fill the city dropdown (Which is multi-select dropdown)

But the City dropdown is coming blank 

 

Please check my code . (I have given the database script also in folder)
