programming Mobile application with Android

Question

Hello everyone I am trying to program an application on android 4.4 with C # in Visual Studio. my friends tell me that it is impossible because android = java and only possible is with the windows phone. Is it possible or not? if so did it for tutorial or documentation explains this?
