WCF service Vs WCF ServiceLibrary

Hi all,

 

I am new to WCF.This may be a basic question but kindly do help me.What is the difference between wcf service and wcfservice library.how do this vary from one other.when to create a wcfservicelibarary and wcfservice.Please pour in ur comments .

 

I tried creating a wcfservice in vs2013 and i could find web.config whereas in wcfservicelibrary i couldfind app.config.....what is the idea behind this.
