Which platform for text to speech convertor for mobile..?

hi guys! I'm Hadi and i'm a student of bsc computersfor my final project i have choosen the project called phone reader for mobilewhich captures the image from the text through camera and reads the captured text out please help me with choosing the plat form for my project for the both the parts 1.image capture 2.text to speech conversion for the second part i know about ms speech sdk and festival for linux but don't know which one is easier and more efficient to use... pleaseeee help me

You can't develop applications for mobiles and pocket pc without .Net framework compact edition it is done especially for this kind of devices .Net framework standard is for software websites .Net framework compac for small devices .Net framework micro for microcontrollers and chipsets

thanks for your answer but the thing is i need to make it work for mobile phones....can you guide me how i can do it? and secondly the link for MS Speech 5.1 is not working but i already have the ms sdk V.1 is it working the same? or is different? thank you very very much for helping me
