    SSRS is a server-hosted service that is provided free of charge with your SQL Server installation.  Reports are made up of xml-based RDL files.

    Crystal Reports, while as an expensive option can be a server-hosted service, is provided as a part of your Visual Studio installation and as such is locally (to the website or application) hosted service for presenting reports, which are in proprietary, compiled RPT files.
