how do I install Bower and Bootstrap directly from VS2015?

Hi,

 

I am stuck cos this company I am working with doesn't allow download of Bower and npm.

So, is there anyway I can install Bower and other dependencies like JQuery, Bootstrap etc using VS2015 directly ?

Help !  Already, I am lost in the messy world of template in ASP.NET and now I am drowning in Bootstrap....
