how i can restrict a user to open silverliht form when user click on Hyperlink button in silverlight WCF RIA

Question

I have created a simple Online gas agency ,i want to restrict a user to open silverlight Form only administrator can open this Form only in Silverlight 4.0 WcfRIA
plz help me its urgent.
