How to get wallet funded and be used to make transactions

I want to know how to create a wallet on a site that can enable funding through master card or any gateways. It will also be used to create transaction on the website.For examplebetting site gets account funded in a user personal account and teh user still uses the funded wallet to bet on the site Anysuggestion on how to do this will be greatly appreciated.

I want to buy a game on steam WITHOUT using my steam wallet funds. Is there ANY POSSIBLE WAY to do this? Yes I have done so multiple times. There was a steam discussion (How to NOT use steam wallet funds?) that said that you have to click some “change” button to not use the steam wallet. That discussion is correct The option to change the payment method is available during the last stage of check-out when you are making the final purchase confirmation. It’s a link not a button.
