Importing a web url into library using Powershell from csv

Hi All,

 

 I created a library with 4 columns and just i exported  it into excel(.csv) format and now i need to import it into another sharepoint library using the same weburl ..but i can imported using local file path but i need to do import using same exported weburl into another library. so how should i do..?
