Microsoft 'SnmpRegister()' API function to register to receive SNMP Traps

our application uses the Microsoft 'SnmpRegister()' API function to register to receive SNMP Traps.  On Windows Server 2008, with everything configured as done for earlier Windows versions (SnmpTrap and Snmp services running), no Traps are received by our application.

That being said we can SEND SNMP traps and was able to confirm that the SnmpTrap service is listening on the port. This functionality works on all iterations of Windows up through Windows 2003.

We have attempted to configure our application to receive traps on Windows 2008 & 2008 R2 as well as 32 bit & 64 bit iterations. No luck,  can anyone help?
