xml to web forms

Hi there,

need to generate web forms based on XML(can be in another format if necessary). Scenario: users can click a file(xml) in a web portal, a pop up web form is generated, user fills or change the content of this form and overwrite the xml file with content. Any suggestions on 3.parts/vendors/resources or solution to do this?
