Microsoft states,

Microsoft has been working with .NET Core for quite some time, and it has noticed how the framework has matured over the past few months. The
.NET Standard 2.0 is coming out, the project structures are solidifying, API availability is hardening, the developer toolset is growing, and more importantly it has been noticed that the Microsoft developer community embraces .NET Core as it has gone on to reach maturity.
