About web user control

Dear All
I am trying to develope user control ans also found some articles on web

As i am not so much aware of web user contol i am not getting how this code works/flows..simply not getting code

Hi You start with the simple example your self. Design the two user controls called Header.ascx and Footer.ascx. (Right click soultion click on add new item then select the user control with the .ascx extension). Just add the html code to show some links in the header and do the same for footer. Now you create the .aspx pages and just drag and drop the user control from the soultion explorer to the .aspx page. Place those tags wherever you want. Now you run it!!!
