always showing Incomplete status when i submmiting any article

When i submmitted any article at that time always showing Incomplete status after two hours and later on 6 to 7 hour my article is publishedwhy its taken lots of time when i see my article history whenever article is edited by dinesh sir it goes to incomplete status and later on when article edited by sam sir its published why this happen..?

This is the process followed by the editorial staff. Dinesh and his team formats the article content and later on Sam checks the need for any grammatical or other improvements. After this chain of events article gets published in the site.
