Assuming you are asking process means thread in an application. You can use locking mechanism like below: static readonly object synchronizationLockingKey = new object(); then in your code where you want to implement for Read/Write access use it as: lock(synchronizationLockingKey) { // This block will only be accessed by single thread at a time. } But beware of the fact that if not used carefully the locking section can create situation like Deadlock if applied on long running tasks.

@Francis Application Lock was used in IIS 6.0 application to Lock the values/variable stored in Application object. This is not applied anymore. See Details here: https://msdn.microsoft.com/en-us/library/ms525184(v=vs.90).aspx
