Application to connect to a mobile from the desktop/Laptop

Question

I have a requirement can any one please suggest me a way to achieve this.
I want to develop an application and that should get connect to a mobile device and Messages (Inbox/Outbox ) can be accessed from the desktop through my application. How to create a connection between our Application(In Laptop/Desktop) to a mobile device.

Please revert back ASAP.
