I am developing Learning Management System project. In that application based on employee login question need to shuffle in each module how to do this in c#

first employee will login he will take test and logs out. second employee login when he is taking test questions should shuffle in each chapter. Example: 1st question for first employee should be 8th question for second employee etc... for each employee question should shuffle. I am taking question from database. How to do this in c#? In my project there are 12 different chapter. Each chapter contains 10 question. So when user login into the application for each user question should shuffle in each chapter.
