I think with 20% C++/C and 80% C# you can create an OS.

no its not possible. C# runs in Windows and is not a low level language. you would require C/ C++/Assembler to develop a true OS.

If you want to create a OS you are better off staying away from Microsoft languages. In theory yes you can but it will turn out to be a dumb down version of Windows/DOS... DOS is already dumbed down ;) You should look into getting as close to binary as possible... Is assembly a dead language? You would start out writing basic hardware drivers; keyboard mouse display harddrive ram. Then you would move onto making a file system ie; fat fat32 ntfs ect... Or would you start with the file system and then do drivers... Yeah probably a way to read/create files and then go to drivers and then maybe make a few qui applications or even a programming language.
