Hi No. You cant. But using Xamarin  you can use Visual Studio on Windows for development but you MUST have a Mac OS running to build the App. The iOS native SDK and Apple iOS simulator tools are only available on a Mac Machine. And Xamarin depends on them as part of the build process.
