In fact, it is other way around. The answer is yes, of course, you can, but then why would you do it? But then again there is more to it. Take log4net component as an example. It has it's own config file which has several configuration settings, say around 10 or so. Now anyone using this component has two options. Either have all of these log4net settings mentioned in his / her project which will make web.config file bigger and complex to read for someone maintaining the code later. Or create a separate config for log4net component and just mention that file's name in projects web.config. The log4net component is smart enough to go to web.config, see config file name and read settings from that file. This is sort of abstraction you can implement on web.config level.
