It is possible. You can add a new project Other Project Types > Setup and Deployment > Web Setup Project. Features include, FTP support, Publishing etc.

To create a new setup project On the File menu, point to Add, then click New Project . In the resulting Add New Project dialog box , in the Project Types pane, open the Other Project Types node, open Setup and Deployment Projects , and select Visual Studio Installer. In the Templates pane, choose Setup Project for a standard setup , or Web Setup Project for a Web application. To add an existing setup project to a solution On the File menu, point to Add , then click Existing Project . In the resulting Add Existing Project dialog box, browse to the location of the setup project and click Open .

Hello Suchithra, A web application for eg: Bug Tracker can be made as a setup and distribute to different clients. So each client can install a copy and access over their network. Similarly we can publish the setup to www. This will save a lot of time, otherwise we need to manually login to the server and copy the files. So a setup could be a better approach. + An IT support guy can do this without the Developer Intervention. So Delegation of Jobs is possible.
