Cannot use button click property

hi can anybody tell me why I cannot use button click property of a web user control while using this web user control in another page ?

Actually In Expression Web4 I was trying to use the self created log in web user control in an aspx page but the login button property could not be edited in other page so I don't know how to write events on this button's click. How to do this ?
