Can't AllowsTransparency in windows XP

Do you also have the WindowStyle property set to None as this is a requirement for setting AllowsTransparency to true. See: http://msdn.microsoft.com/en-us/library/system.windows.window.allowstransparency(v=vs.100).aspx
