challenge to open software company in poor country

Question

Maximum software company will be open in developed city and country. If we will open the software company in poor country then what will the possible challenge to survive there. Nowadays software is essential for everybody. I have seen in poor country or state, after doing engineering or master degree they will be unemployed. can we not generate job for them ? what is your opinion on this idea ?
