Is CLR is independent of platform in 3.5 version or above versions

If by 'platform' you mean the processor/operating system combination then the CLR can never be independent of the platform because one of its major components the 'just in time' compiler' needs to produce native code for the platform it's running on. However as far as the .NET Framework itself is concerned it's possible for different versions of it to be supported by the same version of the CLR and in fact version 2.0 of the CLR supports versions: 2.0. 3.0 and 3.5 of the framework. Version 4.0 of the CLR (there is no version 3.0) is needed to support version 4.0 of the framework and version 4.5 of the CLR is needed for version 4.5 of the framework.
