concatenate YEAR,MONTH and Day

Question

I want to  concatenate 3 separate column year, month  and day.

But here challenge is i may have -1 value in any column(year, month or day) 

so how can i format this as date

 

Format example:

04 Nov 2016 

Nov 2016
