console programing

Question

hi guys few days back i saw an application in an tailor shop . they were taking entries through that app. that app was looking like console application but

it had some paneframe in it i don't know what kind of application that was but i saw it was able to retrieve and store data in database . i have an pic which is somewhat similar to that app. which has some option in left pane and as you select one of the the result will get shown in right pane.please guys help me and let me know whether i can build such app with the help c#.because i am intrested in creating graphical console app.
