ASP.Net controls have to go into a form tag with runat=server specified. That is what the message is indicating. To fix this put a form tag in. You can probably put it right after your tag like this: and then put the closing form before the tag like:

My ASP.net is a little rusty but it sounds as if your menu control uses some sort of server-side processing. On your .aspx page or .master file these need to be inside a form tag with runat=server in order to operate the way they need to. Like so: (...your control's markup...)
