Control webcam for another application

Hi i'm writing a small application and i want to control the webcam for another application that i got on the same PC. i want to be able to start playing the video and to stop playing it. can anyone assist me? Thanks Zvi

Note that control the webcam implies controlling what the camera is currently doing and start playing the video and to stop playing implies controlling the play of a video that has already been recorded. When you say start and stop video do you mean turn the camera on and off? Does the other application also do that?
