Converting Text to Voice in .NET Using C#

Question

Hello I have created website in visual studio 10. now i want that if some one open it there is a sound comes with company name. for an example if my company name is XYZ than it will be like Welcome to XYZ. Backend is : MS SQL SERVER Frontend is: Visual Studio 2010 Language: Asp .Net C# I want it for WEB APPLICATION NOT FOR WINDOWS APPLICATION how can I do this?
